Planning Consultant - CDBG Planning
The Village of Mullen is in the process of applying for a Community Development Block Grant (CDBG) from the Nebraska Department of Economic Development (NDED) to update the comprehensive plan and zoning regulations and develop a housing study. Mullen is located in Hooker County, Nebraska, is a rural community in need of long ter plans and is requesting proposals from qualified firms with considerable experience in community planning, economic and housing analysis, and municipal zoning.
Selection Criteria:
Selection will be based upon the following criteria:
1. Technical expertise of the firm in connection with updating the comprehensive plans and zoning regulations and developing a housing study.
2. Past record performance with other clients. Include examples of past projects of a similar nature and a contact person with phone number to all projects (20 points).
3. Capacity of the firm to perform the work. Include a project team for this specific job and qualifications of all team members (20 points).
4. Proposed timeframe of the project, taking into consideration current workload of the firm. (20 points).
5. Stakeholder collaboration with outlined public participation plan. (10 points).
6. Proposed fee for the project (10) points
Total possible points = 100 points.
The Village Board will evaluate all submittals and may require the top qualified firm to meet the Board of Trustees for the purpose of contract negotiations for a fixed price of not to exceed contract. Contract will be contingent upon notice of award from the Department of Economic Development.

Zoning regulations and zoning maps must be updated with an emphasis on community and stakeholder input.
