Village Clerk/Treasurer
The Village of Elm Creek is accepting applications for the position of Village Clerk/Treasurer Oversees the financial activities of the village under the administrative direction of the Village Board; is responsible for accounting and fiscal functions of the municipality; works closely with the Village Administrator and all departments within the village in monitoring areas of financial responsibility; provides oversight to cash management and investment activities; assists outside auditors with the preparation of the annual audit and budget; plans, organizes and directs general ledger accounting including payroll, accounts payable, and receivables; establishes and oversees accounting procedures and internal controls for cash receipts and disbursements, fixed assets, fund balances, and investment policies; prepares monthly treasurer’s reports; oversees TIF accounts; responsible for utility billing department monthly billing statements and daily customer deposits; works with the general public on a daily basis; answers phones; attends monthly village board meetings, prepares board packets and records the minutes. Responsible for all records management and managing file database for all village records.
This position requires: comprehensive knowledge of municipal finance and community development; expertise in city, state, and federal laws, regulations, and guidelines; strategic planning. Individuals should possess two-year post-secondary degree in Finance, Accounting, Business or related field, three to five years related experience and/or training; or equivalent combination of education and experience. Bachelor’s degree in Finance, Accounting, Business or equivalent preferred. Proficient in Microsoft Office Suite, Word, Excel, Quickbooks. Must be able to obtain security bonding within 30 days of hire. Qualification as a Notary Public. This person serves the community at the direction of the Chairperson and the Village Board.
