About the Position:
We are looking for an experienced Human Resources Manager who has worked in a small to mid-sized government contracting company with complete responsibility for the oversight, management, and execution of all HR functions and related compliance issues to head up our corporate Human Resources division.
This position offers a very unique opportunity for the selected individual to continue to create, establish, improve and implement all company HR policies and procedures from the ground up and truly have a significant impact on both the company and our employees.
The HR Manager will be responsible for leading and managing all HR related duties and responsibilities for the company and will interface daily with VMSI corporate and client-facing employees and customers across the country. This position will be from our corporate headquarters in Sterling, VA.
POSITION RESPONSIBILITIES:
MUST HAVE PRIOR & CURRENT EXPERIENCE WORKING IN A SMALL TO MID-SIZE PROFESSIONAL SERVICES COMPANY DIRECTLY SUPPORTING FEDERAL GOVERNMENT CUSTOMERS.
Human Resources Functions
- Oversee, manage and administer all HR functions and provide senior-level expertise and guidance in all HR matters related to day-to-day management of employees, minimizing organizational risks, and enhancing the company's ability to compete for business.
- Provide management, leadership and mentorship to additional corporate HR staffing under the HR Manager's purview.
- Develop, document, implement and ensure all HR processes and procedures are compliant with all state, federal, local, FAR, DOL and all government reporting requirements are being met.
- Ensure company compliance with all Affordable Care Act, eVerify, FMLA, FLSA, HIPPA, Workers Compensation Insurance, EEO, Ethics hotline, OSHA, VETS100, ERISA, COBRA and other related requirements and provide guidance to CEO on suggested corporate insurance requirement such as EPLI and others.
- Manage & assist with conversion of entire new-hire process and all applicable forms to electronic online paperless process with corporate software development team.
- Interface with and manage corporate relationships with all current TPA's for the company.
- Maintain and ensure personnel files are up-to-date and are in compliance with applicable legal requirements.
- Act as the corporate resource for managers and supervisors on all matters related to employee relations with regard to policy interpretation and complaint resolution, coordinate with company managers and assists in development of Performance Improvement Plans and assists in delivering plans both verbally and written to employees as necessary.
- Manage employee annual review process, work with corporate software development team customize and bring review system in-house, to conduct annual reviews, implement annual process and assist VMSI management with conducting annual reviews for all employees annually.
- Assist in hiring process by developing all company position descriptions, posting open positions on company website, coordinating with and assisting corporate recruiters with sourcing resumes, reviewing resumes, performing interviews and completing reference checks.
- Develop, deliver and track all required corporate training for all employees within company.
- Act as POC for all employees for questions related to any HR topics and primary individual to address any issues employees may bring to company attention.
- Manage company 401K program to ensure compliance with all legal regulations and assist all employees with any plan related questions.
- Audit bi-weekly employee timesheets, interface with payroll provider; provide payroll provider with applicable payroll reports, ensure bi-weekly payroll is processed and free of errors and ensures all proper deductions are being withheld from employee's paychecks for employee portion of benefits costs, garnishments, taxes, elections, deductions, etc.
- Audit monthly Independent Consultant (IC) invoices against company time reporting system and process payments to ensure all IC's invoices are paid promptly and in accordance with their applicable agreements.
- Administer all unemployment claims, including filing paperwork, representing the company during hearings, filing any necessary appeals, etc.
- Manage and administer all workers' compensation insurance matters including classification of employees, policy renewals, insurance audits, claims processing, etc.
- Review invoices from third party benefits broker for accuracy and ensure payments for benefits are processed.
- Maintain company employee handbook with all changes, updates, etc.
- Oversee, plan and coordinate all company employee functions.
- Design, create, implement and manage VMSI employee recognition and rewards program and ensure company is sending out birthday cards, get well cards, congratulations cards, flowers for important occasions, etc.
- Research, present to management and negotiate packages with vendors for various types of non-standard employee benefits plans (Non-health related benefits).
Benefits Functions
- Responsible for the ongoing management and administration of all company benefits plans in conjunction with TPA. Review/approve all TPA invoices.
- Coordinate annual open enrollments with TPA and oversee overall annual open enrollment process.
- Obtain annual renewal quotes for all company benefits, analyze cost effectiveness, business impact and effective ROI, provide analysis and suggestions to CEO and ultimately negotiate agreements and implement changes to annual programs.
- Interface with all employees and new-hires for benefits enrollment, reviews enrollment forms for accuracy and coordinates enrollment with third-party administrator.
- Work with TPA for COBRA outsourced services and ensure company meets all legal requirements.
- Coordinate health, life and disability insurance enrollments and communicates with service providers concerning routine administration of programs.

- Required:

- Minimum 10 years applicable and progressive experience
- Experience with ensuring all compliance with FAR related requirements.
- Experience with ensuring all compliance with DOL related requirements.
- Experience in performing HR related responsibilities for employees in various states throughout the U.S.
- Strong experience and capabilities within MS Word, Excel, PowerPoint
- Excellent verbal and written communication
- Preferred HR Related certificates: PHR, SPHR, GPHR, SHRM-CP & SHRM-SCP
