Job Purpose
The University Emergency Manager is responsible for ensuring that policies, systems, and processes are in place to ensure the safety of students, faculty, staff, and visitors, and continuity of operations of the University in cases of emergencies on campus. The position works with university administration to identify and prioritize goals and objectives of Campus Emergency Management Program and works with departments, units, and individuals in implementing emergency planning priorities.

Essential Functions
Plans, develops, and implements emergency management programs and related initiatives for the University in accordance with National, State, and local emergency preparedness requirements and standards. Remains up to date with current trends and requirements in emergency management and campus safety.

Develops, plans, leads, and participates in educational training and outreach activities to include program development and presentation of lectures and workshops that enable and empower University faculty and staff to act in an emergency in accordance with the University’s Emergency Operations Plan.

Responds to and directs university response to emergency situations campus wide as they arise. Requires the employee to be on call.

Serves as liaison and advisor to University Police in matters of Clery Act compliance and procedures. Has primary responsibility for ensuring the campus is following Clery Act, including annual reporting.

Serves as University liaison to local, state, and national agencies, to include Putnam County Emergency Management Agency, City of Cookeville, TN Department of Heath, and all other partner agencies required to affect a safe and secure campus.

Minimum Qualifications
Bachelor’s degree from an accredited institution and three years of experience in emergency management, emergency planning, or emergency services OR a high school diploma and eleven years of experience. Has or will obtain within one year, Certified Emergency Manager and Incident Command System Certificate.

Preferred Qualifications
Bachelor’s degree in emergency management. 5 years of leadership experience in emergency management, emergency planning, or emergency services.

Work Hours:

Salary: Commensurate with education and experience. Administrative Pay Grade AD49.
