The City of North Platte is seeking qualified candidates for the position of City Administrator. The current City Administrator is retiring May 1, 2020 after serving the community for nearly 17 years.
The City of North Platte is a community of around 26,000 residents and is the hub for a large area in the West Central region of the State of Nebraska. It is located at the intersection of U.S. Highway 83 and Interstate 80. Its major employers are the Union Pacific Railroad, Great Plains Health and the Wal-Mart Distribution Center. The City is governed by a Mayor/Council form of government with the Mayor being elected at large and the 8 Council people being elected by the four wards in the community, 2 from each ward.
North Platte is a progressive community and is experiencing good, steady and sustainable growth. It has an existing LB 840 plan in place which will need to be renewed in the 2020 election cycle. North Platte also has an excellent work force on staff with many years of experience. North Platte is also the home of Buffalo Bill, the world famous North Platte Canteen Spirit, The Union Pacific’s Bailey Yards, and the Golden Spike Tower. The City has a rich history and is well positioned for future growth with much of its infrastructure already in place in the growth areas of the community.
Qualified candidates should possess a bachelor’s degree in Public Administration, or Business Administration, or a closely related field, with a Master’s degree being preferred. Candidates should also have at least 5 years of progressive municipal management experience and be familiar with all aspects of municipal operations. Salary is dependent on experience and starts at $5,920.00 biweekly. The salary will be negotiated with the successful candidate at the time an offer is made. The complete salary schedule can also be seen on the City of North Platte’s website.

NATURE OF WORK
Under legislative direction of the City Council and administrative direction of the Mayor, performs professional administrative work in carrying out municipal government programs; exercises general direction and supervision over administrative, professional, technical and clerical personnel. Fulfills the duties of City Administrator as per State Statutes and City Ordinances.
EXAMPLES OF WORK PERFORMED
Plans, organizes, staffs, directs and coordinates programs; determines administrative policies and procedures; prepares and presents the annual budget; advises the Council in matters before it.
Recommends policy; initiates, prepares and presents studies and research reports; prepares and presents periodic reports on the operation and financial status; keeps the Council informed regarding operations and problems; recommends solutions to problems.
Directs the personnel program including labor relations; supervises and consults with consultants; supervises contracts; receives and acts upon complaints from the public; advises citizens, property owners, contractors, and others on questions relating to the code.
Directs department heads in carrying out departmental programs; maintains liaison and cooperative relationships with citizens, community groups and organizations, other governmental agencies, and community promotional organizations in advancing objectives.
Appraises performance of employees and program execution under his jurisdiction and control as established by the Mayor and City Council; suspends, terminates and hires employees as necessary through the appropriate department head and subject to approval by the Mayor and City Council; develops, recommends and revises organizational structure.
Performs other work which is consistent with the essential elements of the job.
DESIRABLE KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of the principles, practices and ethics of city administration.
Thorough knowledge of procedures, standards, and current developments in effective city government.
Ability to plan, organize, staff, direct, coordinate, and evaluate city programs.
Ability to prepare annual budgets and administer financial programs.
Ability to supervise and establish cooperative and effective working relationships with the City Council, Mayor, citizens, groups, employees and other governmental agencies.
EXPERIENCE AND TRAINING
Any combination of experience and training equivalent to a Bachelor’s degree in Public or Business Administration, Engineering or a similar related field, and five years of experience in city government, including one year in a responsible administrative capacity.
