GENERAL DESCRIPTION OF DUTIES
This position is responsible for creating an environment that fosters and encourages innovation and transformation across the Library system. Work involves leading the Essential Libraries Initiative strategic plan and activities designed to transform the way the library serves customers and the community, and the way the library operates to support that service. Collaborates with all library divisions and branches to maximize the use of resources and customer experiences. Incorporates outcome-based planning and evaluation and explores creative, impactful program and service options to bring the Library to the community and the community to the Library.

ESSENTIAL DUTIES
Supervises Staff Development & Customer Experience staff, Grants & Contract Specialist and Applications Systems Analyst. Develop policies, protocols and training for outreach services staff and provide training to all library location. Provide direction and guidance to staff assigned to publishing and marketing of Library events and volunteer recruitment
Manages County Library's Community Development and Outreach Division. Develop, implement, coordinate and evaluate outreach events, and services both independently and partnership with community stakeholders. Establish and measure goals to evaluate progress and adapts results to define programs, services and procedures. Recommend and initiate new services and technologies and phases out obsolete ones in light of development in the profession and community need. Represent the Library in community by participating in various events and activities and promotes the Library's services and volunteerism
Develops and implements public relations strategies and special events in conjunction with the County Community and Media Relations Department that effectively communicate the value of the Library. Establish Partnerships with Community Stakeholders. Coordinate with CMR to respond to media request for providing information. Foster partnerships with community agencies, profit and non-profit to provide services that address the community needs.

Work requires a high degree of coordination to manage program needs and customer services. Employee must be able to think creatively and understand the needs of the community groups while navigating sometime politically charged issue, and identify options that address the greatest needs utilizing reasonable and fair strategies. Employee must exercise strong leadership skills using independent judgment and discretion in accordance with County policies and procedures. Employee must be able to manage multiple tasks with competing deadlines, be able to address complex problems and identify viable and cost effective solutions.

Duties are determined by politics and strategies, typically from County Administration, Division, Department or Board. Position requires significant independent judgment to establish and obtain support for organizational goals and to meet desired outcomes. Employee must be highly autonomous.

INTERNAL AND EXTERNAL CUSTOMER CONTACT
Internal customer contacts include County Administration staff and Library staff at all levels for the purpose of coordinating work, receiving direction, resolving conflict, and providing information. External customer contacts include various community agencies, vendors, other libraries, and various groups for the purpose of problem resolution and information exchange.
EQUIPMENT AND TOOLS USED
Work is performed with a computer, various software programs, and operation of a vehicle.
WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work environment is mainly indoors. Travel to other branch libraries and other organizations as needed. Requires walking or moving through buildings, from floor to floor, to maintain internal and external customer contact. Demands of the position require the mental ability to handle many tasks at the same time. Decision making related to disciplinary actions, staff/patron safety, and security issues can be an emotional strain.
MINIMUM QUALIFICATIONS
Requires a Bachelor's degree in Communications, Business, Public Administration or a related field and five years of professional related experience, two years of which must have been in a supervisory capacity; or an equivalent combination of training.
Necessary Special Requirements:
Must possess a valid Driver's License and have a favorable driving record.

FLSA STATUS: Position is Exempt. Position currently meets the administrative/professional exemption, salary test, and acts with discretion and independent judgment in the performance of work assignments. Position is supervisory.
