PERSONNEL PROGRAM MANAGER (WORKERS' COMPENSATION) - DOWNTOWN, OAHU

Recruitment Number 23-0068 - The current vacancy is with the Department of Human Resources Development, Employee Claims Division. SALARY: $8,825 to $14,118 per month (EM-05, Minimum to Maximum). Note: Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

Duties Summary

This position is located in the Employee Claims Division of the Department of Human Resources Development and administers a statewide workers' compensation program for the Civil Service personnel system of the State. The incumbent must possess a thorough knowledge of workers' compensation laws, regulations and procedures and the ability to plan and organize a statewide program applicable to a self-insured employer as well as the ability to provide technical direction and guidance to professional representatives of the employer engaged in investigating monitoring claims, determining the employer's position, examining and processing claims, negotiating settlements, developing the employer's case and representing the employer in hearing on contested cases.

Minimum Qualification Requirements

To qualify, you must meet all of the following requirements: EDUCATION REQUIREMENT: A bachelor's degree from an accredited four-year college or university. SELECTIVE CERTIFICATION EXPERIENCE REQUIREMENT: Five and one half (5 1/2) years of experience in the areas of workers' compensation which includes two (2) years of fully competent experience in investigating claims, recommending/determining the employer's position, negotiating settlements, developing the employer's case, managing cases, and representing the employer in hearings on contested cases at the Labor Appeals Board or to a higher circuit and two (2) years supervising and/or providing training and guidance to others in an employer's workers' compensation program. In addition, applicants must have demonstrated administrative aptitude through positive evidence of success in regular or special assignments or projects which involved assessing the adequacy of and developing program improvements for segments of the employer's workers' compensation program, or other comparable program-oriented/management-oriented assignments.
