MINIMUM REQUIREMENTS: Graduation from a four (4) year accredited college or university with major course work in accounting, plus two (2) years of progressively responsible bookkeeping or other fiscal recording and reporting experience. Government experience is preferred. LICENSES, REGISTRATIONS AND/OR CERTIFICATES: Must possess and maintain a valid Washington State Driver's License. Certified Public Accountant License is desirable. |
Job Summary: |
Under general supervision, performs professional accounting duties for assigned functions including but not limited to fund accounting, payroll, budget, investments, grants, and special project accounting; assists with analysis and review of complex financial data and recommends solutions; assists in resolving problems and interpreting guidelines, regulations, and policies.

Essential Functions: |
Performs professional accounting and assists in analysis necessary to support functions such as payroll, investments, budgets, grants, special project accounting, and fund accounting. Maintains accounts and general ledgers, prepares journal entries, adjustments, and trial balances, and reconciles accounts. Reviews financial documents for accuracy and completion; assures accounting practices are consistent with Generally Accepted Accounting Principles (GAAP), Federal and State laws and regulations, local ordinances and policies; leaves a clear audit trail. Prepares and analyzes monthly, annual, and special financial statements; develops forecasts and projections; explains variances and makes historical comparisons.
Provides limited work direction to subordinate staff; assigns, controls and reviews work for accuracy and timely completion of assignments. Assists in the preparation and analysis of complex and technical financial records and reports regarding costs, labor extrapolations, cash revenues, expenditures, and budget variances, and develops representative graphs. Assists in the review of computerized systems for compliance with reporting standards. May research various computerized solutions to accounting, reporting and processing needs and make recommendations. Assists departments and divisions in resolving problems; provides information; explains accounting procedures; discusses data irregularities; develops reporting systems. Assists in the development and implementation of accounting policies and procedures and may interpret Federal, State and industry guidelines, regulations, and policies. Responds to requests for information from auditors and regulatory agencies, explaining accounting processes and procedures. Requires regular and reliable attendance. Performs other related duties as assigned. |
Major Worker Characteristics: |
Considerable academic knowledge of technical accounting principles, theories, and concepts; familiarity with professional industry standards, classifications, terminology and requirements. Ability to research and develop a working knowledge of Federal and State laws and regulations; local ordinances and City policies. Knowledge of data processing applications pertaining to accounting systems. Ability to perform a variety of mathematical computations with aptitude to analyze complex and technical financial documents and to translate analysis into recommendations or reports. Ability to read, interpret, apply and explain laws, codes, rules, regulations, policies, and procedures. Ability to work independently with self?direction and within established guidelines. Ability to maintain sustained attention to detail and work under timeline pressures; prioritize workload; manage multiple tasks with competing deadlines. Ability to establish and maintain cooperative, effective working relationships with City employees, the public, and employees of State and Federal agencies. Must possess well developed communication skills, both written and oral, with appropriate use of business English including but not limited to correct grammar, vocabulary, letter composition, editing, spelling, and punctuation. Excellent analytical and organizational skills are essential.
PHYSICAL DEMANDS: Work is performed primarily in an office environment while sitting at a desk or computer terminal for extended periods of time or while standing for a period of time. Occasionally needs to move inside the office to access file cabinets, office machinery, etc. Constant use of both hands in reaching/handling/grasping/fingering while performing duties and operating computers. Occasional heavy work includes lifting and carrying up to 25 pounds. Occasionally ascends/descends stairs while maintaining balance. Constant use of all senses including feeling/talking/hearing/seeing while performing duties and communicating with co-workers, general public and completing all tasks as assigned. Must be able to distinguish color and maintain long-term and short-term memory. May work in remote locations or in noisy work area.
