Description
The City of Visalia is recruiting for a Public Works Manager to oversee the City's wastewater functions.
THE DEPARTMENT
The City of Visalia's Public Works Department serves the Public and other City Departments by providing Solid Waste and Recycling Services, Streets Maintenance, Traffic Maintenance, Fleet Management, Water Collection and Treatment. With over 150 employees, the Public Works Department is one of the largest departments within the City. Each Division is responsible for the development and implementation of services provided to or for the Public. The staff is committed to customer service, safety, and providing high-quality services to other City Departments and the Public.
The City of Visalia's Water Reclamation Facility (WRF) is housed within the Waste Water Division of the Public Works Department and serves the community through collection, treatment and disposal of wastewater. The WRF is designed to provide treatment and disinfection for up to 22.0 million gallons of wastewater per day (mgd).

POSITION
The City is seeking a Public Works Manager to lead various divisions within the Public Works Department including the Water Reclamation Facility (WRF) (Operation and Maintenance), Sewer and Stormwater Collections, and Pretreatment. The Public Works Manager will be responsible for managing these respective areas as well as lead the Capital Improvement Projects for the Division. The position is responsible for numerous complex projects and contracts as well as supervising various levels of city staff.
The Wastewater Public Works Manager is responsible for reliable and effective collection, treatment, and disposal of waste waters within the City of Visalia. The operation services more than 37,000 residential customers and over 3,000 business customers within the City of Visalia through an enterprise fund. The selected Manager will be responsible for functions at the WRF as well as collection and pretreatment and ensuring compliance with Federal and State regulations. Other responsibilities include CIP management and delivery, City Council presentations and public assistance.

The Public Works Department is looking for an effective leader who demonstrates continuous effort to improve operations and look at alternative methods of delivering service, a desire to positively impact the community, and work cooperatively to provide quality customer service. It is critical for the new Manager to establish, build, and maintain strong and effective working relationships with the community, City Management, other City departments and their direct reports. Practical and technical knowledge is desired, along with a strong aptitude for learning new roles and responsibilities, adapting to changing conditions, and leading a team covering various areas of responsibility.
EXPERIENCE AND EDUCATION:
Any combination equivalent to experience and education that could likely provide the required knowledge, skill and ability is qualifying. A typical way to obtain the knowledge, skill and abilities would be:
- Graduation from an accredited college or university with a Bachelor 's degree in Business or Public Administration or related field.
- Five years of progressively responsible experience in the management of wastewater maintenance and/or operations, or related managerial experience.
- Knowledge in municipal work such as capital projects, procurement methods, state and federal requirements, and local government policy and procedures is highly desirable.
- Possession of a State of California Wastewater Treatment Plant Operator Grade V and Wastewater Treatment Plant experience are desirable.
